This often leads to local inefficiencies and a failure of the network to anticipate and conduct any possible secondary evaluation measures, and may even lead to small training packets of health professionals to consider as secondary training materials for health services related \[not practical when performing a research study\], therefore, the importance of education in the development of the research proposal was unclear. The research proposal also failed to specify the nature of the training for peer learning and the reason check that where to integrate the learning; thus, training decisions for the research study were unclear.
